Board of Directors & Flood and Erosion Control Board Meeting

March 8, 2011

Members Present:  Jack Gibbs, Rande Chmura, Keith Pezzetti, Maggie Houlihan, Tom Pandolfi, Steve Heath, Eric Werstler; Absent:  Glen Humes, Cliff Moon;  Others Present:  Fred Chmura.

Begin:  7:10 PM

Roads:  Tom Pandolfi reported Crooked Trail and Crooked Trail Extension are presently in the worst travel condition from the spring snow melt and Indian Spring Road is in the best condition.  John Albrecht was called in to smooth out the roads and add gravel where needed; he will continue to patch the roads until they dry out.  Several homeowners have blocked the water drains on their property which prevents water from flowing into the lake and contributes to the poor road conditions.  A tree that fell across Crooked Trail Extension was removed. 

Lake, Dam and Beach:  Eric Werstler reported the valve is opened but he is concerned about the downstream problems from excessive letdown.  Bungay has their valve full open into our lake which has caused Witches Woods to return to the normal level.  He will monitor our lake level to gauge the setting for the valve.  Additional rain is expected which may require opening the valve more to accommodate the excess water.  Eric will try to call Greg Favreau from the Bungay Board to coordinate the water levels and letdowns to moderate the impact downstream.

Health, Fire and Safety:  Steve Heath had nothing to report for Health, Fire and Safety. 

Financial Report:  Rande Chmura reported the district is in good financial condition.  A motion was made to waive the interest charge on a homeowner’s delinquent tax bill due to clerical error and was approved unanimously.

Other Business:  Steve Heath reported that the Covenants Review is complete and the Bylaws Review is in process.

Fred Chmura reported that FEMA money will not be awarded since Windham County snowfall for 2011 did not exceed the required amount for the previous worst snowfall total (90% of the blizzard of 1888).  Budgets will be constructed next meeting to prepare for the Annual Meeting in May.     

Next Meeting is scheduled for Tuesday, April 12 at 7PM at the Chmura residence on 25 Crooked Trail.
