Draft Board
of Directors and Flood and Erosion Control Board Meeting March
12th, 2009
Members present:
Glen Humes, Eric Werstler, Cliff Moon, Margaret Houlihan, Ken Braithwaite, Rande
Chmura and Karen Marshall. Others
present: Fred Chmura Absent; Tom
Pandolfi and Ron Zavarella Clerks Report: A motion was made by Eric Werstler and seconded by Cliff Moon to accept the minutes from the February 2nd meeting. The motion was approved unanimously.
Eric
Werstler reported Mattern Construction has completed the outflow project.
They will seed and grade in the spring.
The final $16,000 will be paid when this is done.
Mattern’s total construction cost was $173,514. A
compaction test done by Soil Testing Assoc. did not find any problems.
J&D
Civil Engineers oversight costs were $11,200.
This exceeded their estimate of $8400.
The excess was attributed to monitoring the cement pouring during cold
weather. A
motion was made by Cliff Moon and seconded by Karen Marshall to accept and pay
the cost overrun by J&D Civil Engineers.
The motion was approved unanimously. The
bonding company has requested release of the bond.
We will complete the form – the bond will not be released until the
outflow has been tested and grading and seeding is complete. Civil
Engineer Janet Blanchette is monitoring the project for the Board. Eric
is looking for someone to maintain the dam surface.
He has also sent the DEP information about testing the valve.
The lake will be lowered for a week in April.
Roads: Ken
Braithwaite will contact John Albrecht for emergency road repairs. Health, fire and safety: ATVs
continue to be a problem on our roads. Zoning: Margaret
Houlihan had nothing new to report. Treasurer’s Report: The
monthly report was emailed to board members prior to the meeting. Letters
are mailed to delinquent taxpayers monthly. A motion was made by Ken Braithwaite and seconded by Glen Humes to refund Patricia Tomkievich $4.04 for a property tax overpayment. The motion was approved unanimously. Other Business: A
motion was made by Cliff Moon and seconded by Glen Humes to schedule the Tax
District’s annual meeting for May 15th at 7:30PM at the Next
meeting – April 8th, 2009 at 7PM A motion to adjourn the meeting was made,
seconded and carried, unanimously.
