Witches Woods Tax District
Board of Directors and Flood and Erosion Control Board Meeting
September 16th, 2008

Members present: Glen Humes, Eric Werstler, Rande Chmura, Cliff Moon and Ron Zavarella, Ken Braithwaite, Tom Pandolfi and Margaret Houlihan. Others present: Fred Chmura, Jack Gibbs, Bill Breslau and Gary Absent - Karen Marshall

Clerks Report:
A motion was made by Ken Braithwaite and seconded by Tom Pandolfi to accept the minutes from the August 12th 2008 meeting. The motion was approved unanimously.

Outflow Replacement:
Notice of the special meeting on September 19th has been published, posted and mailed.

Eric Werstler reported Mattern Construction of Baltic has submitted a bid of $174,000 for the project. This includes $4826 for dam maintenance.

The special meeting will only address the outflow replacement and dam maintenance issues. Money obtained from the bank loan will only be used for these projects.

At the meeting a summary of the bank proposals will be presented.
Janet Blanchette will be at the meeting to answer engineering questions.
Attorney Tom Borner or representative will attend.

The following agenda items will be reviewed.

1. Amend the capital plan to permit low level outlet structure replacement and dam repair project.
2. Authorize the board of directors to enter into a contract for such project.
3. Authorize the board of directors to secure financing including a loan from a lending institution for such project.
4. Present an amendment to the bylaws concerning the Erosion and Flood Control Board.

Lake, Dam and Beach:
The Koviciny Memorial Beach plaque will be installed soon.
Buoy removal will take place when it gets cold.

Roads:
Tom Pandolfi reported that the catch basin cleaning has been completed. Additional flushing is required in a few clogged areas. Tom will obtain a quote for this work.
John Albrecht has been contacted to perform road maintenance.
Tom has noticed the spillway between the lakes is in poor condition.

Health, Fire and Safety:
Ron Zavarella reported that the speed bump will be repaired.
Speeding by contractors continues to be a problem. Ron is monitoring this situation.
The NDCC will be contacted about a septic smell at the 'T'.

Planning and Zoning:
Margaret Houlihan reported that a permit for a deck at 81 Indian Spring Road was issued. A permit for a pellet stove at 73 Crooked Trail was also issued.


Other Business:
Ken Braithwaite reported that road work done by Phil Wyllis on his Union property driveway has been very good. The driveway was rolled, creating a very durable result.

Treasurer's Report:
Rande Chmura presented the financial report to the board.

A motion to adjourn the meeting was made by Cliff Moon, seconded by Ken Braithwaite and carried, unanimously.
