Witches Woods Tax District

Board of Directors and Flood and Erosion Control Board Meeting

October 1st, 2009

 

Members present:   Glen Humes, Eric Werstler, Cliff Moon, Margaret Houlihan, Ken Braithwaite, Tom Pandolfi, Ron Zavarella, Karen Marshall and Rande Chmura.  Others present: Fred Chmura Absent: none  

 

Clerks Report:

A motion was made by Ken Braithwaite and seconded by Tom Pandolfi to accept the minutes from the August 25th meeting.  The motion was approved unanimously.

 

Health, fire and safety:

Ron Zavarella reported that it was a quite summer at the lake.  The speed bumps will return next year with a modified mounting system. 

Estimates for Old Stone Road street signs will be obtained.  One sign for the lake entrance and one for the corner of Old Stone Road and Indian Spring Road are planned.

Fischer and coyotes have been observed around the lake.  

The state police have been making their presences known.  More patrols will be requested.  

 

Zoning:

Margaret Houlihan reported that  permits  for a propane gas log heater at 36 Crooked Trail and gas pipes at 61 Crooked Trail Ext. have been issued by the town of Woodstock.

The town zoning rules take precedent over the lake covenants.  Residents should contact the town to determine setback requirements.

 

Appeals:

Karen Marshall reported that tax interest charges were waived due to extenuating circumstances for 61 Crooked Trail Ext..

 

Roads:

Tom Pandolfi reported that Truax cleaned the catch basins.

A second bid has not been received from Scott Gebo for the drainage project.

A snow plowing bid is expected soon.  

 

Lake , Dam and Beach:

Eric Werstler reported that the buoys have been removed from the lake for winter.

Two sections of the dam are to be graded.  One by the spillway and one by Lake Bungee . 

The lake drawdown plan is:
October 13th - open valve for a slow drawdown.
After the 1st hard frosts, the water level will be partially raised.
The first few feet of shore will remain exposed during the winter.  Docks should be removed.

  

Treasurer’s Report:

Rande Chmura reviewed the monthly financial report. 

 

Other Business:

Glen Humes will form a committee to review the district’s bylaws (not covenants).  Suggested changes will be presented at the annual meeting.
