Witches Woods Tax District
Board of Directors and Flood and Erosion Control Board Meeting
October 15th, 2008

Members present: Eric Werstler, Rande Chmura, Cliff Moon, Ken Braithwaite, Karen Marshall and Margaret Houlihan. Others present: Fred Chmura, Absent - Glen Humes, Tom Pandolfi and Ron Zavarella

Ken Braithwaite called the meeting to order at 7pm.

Clerks Report:
A motion was made by Ken Braithwaite and seconded by Rande Chmura to accept the minutes from the September 16th meeting. The motion was approved unanimously.
A motion was made by Cliff Moon and seconded by Rande Chmura to accept the minutes from the October 6th special meeting. The motion was approved unanimously.

Outflow Replacement:
Eric Werstler reported that Janet Blanchette has been requested to review leaving the coffer dam in place permanently.
Eric Werstler also reported Mattern Construction of Baltic has the contract ready to sign. We are awaiting the performance bond and certificate of insurance from them. Eric is hoping the project can be done this fall.

Lake, Dam and Beach:
Eric reported that the buoys have been removed and the lake is ready for winter.
Eric and Glen Humes removed the dock that came from Bungee Lake.

Roads:
Ken Braithwaite reviewed the plowing and sanding quote from Bob Perry. He will find out if the Lake Bungee Tax District received other bids as a result of their advertisement in The Shoppers Guide. Tom Pandolfi will contact the board with this information by October 10th, at which time a decision will be made on our plowing and sanding contract.

Josh Butts and BP Contracting have submitted a bid of $5000 for brush and overhanging tree cutting.
A motion was made by Cliff Moon and seconded by Rande Chmura to accept BP Contracting's proposal to trim trees and brush for $5000. The motion was approved unanimously.
A motion was made by Cliff Moon and seconded by Margaret Houlihan to add the removal of two dead trees on Hutteng's Beach to the project for no more than $600. The motion was approved unanimously.

The owners of the house on Valley View Drive have request that the first 100 feet of road be maintained by the tax district. The road contains ruts and washouts. They pay taxes to the district and feel the district should maintain the road.
A motion to add maintenance of the first 100 feet of Valley View Road to the districts regular road maintenance schedule was made by Cliff Moon and seconded by Rande Chmura. The motion was approved unanimously
Discussion about an unregistered car on the Bungee Dam followed. A letter will be sent to the owner informing them they are in violation of the lake covenants.

Planning and Zoning:
Margaret Houlihan reported that no new permits were issued by the town. A new septic system is being installed by a resident at the 'T". Work on the informational packet describing the covenants continues.

Treasurer's Report:
Rande Chmura presented the financial report to the board.

A motion to adjourn the meeting was made by Cliff Moon, seconded by Rande Chmura and carried, unanimously.
